بغية تطوير نظام دولي للبراءات بقدر أكبر وتقديم دعم أفضل للابتكار في الاقتصادات في العالم كله، اتفق كل من المكتب الأوروبي للبراءات (المكتب) والمنظمة العالمية للملكية الفكرية (الويبو) على برنامج تعاون تقني شامل مدته ثلاث سنوات.
