Registration of delegates and credentials

  • As indicated in the invitation circular C. N 4198  sent on December 13, 2024, to Members and Observers accredited to WIPO, all delegates are requested to register online by June 17, 2025, including Geneva based delegates.
  • Completing the online registration form is required, whether participating in person or remotely via the online platform. As usual, delegates planning to follow the proceedings via webcasting only do not need to register.
  • The submission of credentials is a pre-requisite for the completion of the online registration form. The credential document should be a dated and signed/stamped note verbale, official letter or document, originating from a competent authority of a Member State or Observer Organization accredited to WIPO, nominating the delegate to attend the Assemblies on behalf of said Member State or Observer Organization.
  • The secure code for online registration, provided in circular C. N 4198 of December 13, 2024, may be obtained in exceptional cases only from assemblies.registration@wipo.int.
  • Once registered online, each delegate receives by e-mail a registration number confirming their registration for the Assemblies. All registrations are subsequently verified by the Secretariat, which may individually contact a registered participant, if required (for instance, in case of questions regarding the credential document).
  • Any questions or comments on the online registration procedure may be addressed to assemblies.registration@wipo.int.
  • Organizations must enjoy observer status at WIPO before any individual(s) representing them can register for this meeting. Procedures for organizations to request observer status are available on the WIPO website.

Participation

Member State delegates and representatives of accredited observer organizations may attend the Assemblies either in person or remotely; in all cases, submission of the online registration form is mandatory. Delegates wishing to follow the proceedings via webcast only do not need to register.

Credentials

The submission of credentials is required for completing the online registration form. Credentials should be a dated and signed (or stamped) note verbale, official letter, or other official document issued by a competent authority of the Member State or WIPO-accredited Observer organization.
Organizations must enjoy observer status at WIPO before any individual(s) representing them can register for this event. To learn more about the procedures for requesting observer status, refer to the WIPO Observers page.

Conference badges

Entry to the WIPO campus is restricted to badge holders. All delegates will receive a conference badge bearing their photo, which will be checked at entry points and should be worn visibly at all times during the Assemblies.

Pre-collection of Assemblies conference badges can be arranged on the following dates and times:

  • Friday, April 17, from 10 a.m. to 6 p.m.
  • Monday, April 20, from 10 a.m. to 6 p.m.
With regard to pre-collection, the Safety and Security Coordination Team can be contacted by telephone:
  • Monday to Friday, from 8 a.m. to 6 p.m.
  • Tel: +41 22 338 9338

Photo ID

We recommend that all delegates upload their photos when registering in WIPO Meet. This will allow the Safety and Security Coordination (SSCS) Team to prepare your badge in advance and speed up collection. Delegates who do not upload a photo will need to queue for a photo to be taken before their badge can be issued. Geneva-based permanent mission delegates who already have valid United Nations (UN) photo badges may use them, together with the Assemblies conference badges.

Remote participation

  • Delegates participating remotely may follow the Assemblies proceedings online, either through the live webcast or through the remote participation platform (Zoom).
  • Delegates who do not intend to make a statement are encouraged to use the webcast, which is easy to access, does not require any pre-meeting authentication and is available in all six UN languages.
  • Delegates who wish to take the floor remotely should connect via Zoom. For more functionality and better sound quality, it is recommended that delegates install the Zoom application and familiarize themselves with the platform in advance. For detailed instructions, please refer to the Zoom user-guide for WIPO delegates.
  • To facilitate interpretation, please speak at a moderate pace and use a wired headset with an incorporated microphone.

The sessions will be webcast publicly in English, Arabic, Chinese, French, Russian and Spanish. After the Assemblies, the streamed sessions will remain available as video on demand (VOD).

Conduct of sessions and method of work

Time of sessions: from 10 a.m. to 1 p.m. and 3 p.m. to 6 p.m.

Statements

The Chair of the General Assembly will open the floor to statements upon the conclusion of agenda item 3. To facilitate this process, a list of speakers will be established in advance. The order of speakers on this list will be determined on a first-come, first-served basis, according to the timing of the requests received.
Delegations wishing to be included in the list of speakers are invited to submit their requests via the dedicated online form in WIPO Meet as of April 8, 2026. A provisional list will be made available the day before the event on the WIPO Meet platform.
When sending your request, kindly advise whether the statement of your group/delegation will be delivered:
  1. by a delegate on-site
  2. live via the online platform
  3. as a pre-recorded statement (to be sent in advance)
  4. in written form only (no oral delivery).
Please refer to the rules that apply to statements and pre-recorded statements below:
  • Statements delivered orally should be made within three minutes if delivered by Group Coordinators on behalf of their Members, and Ministers on behalf of their Member States (approximately 390 to 480 words, read at a speed that allows for accurate interpretation); between one to two minutes if delivered by individual Member States (approximately 260 to 320 words); and within one minute (approximately 130 to 160 words) if delivered by Observers. The time limit will be strictly applied and a display system will assist delegates in keeping track.
  • In the interests of efficiency, delegates are invited to convey the substantive elements of their statement and reduce courtesies to a minimum. Furthermore, since group statements represent the position of all group members, individual Member States are encouraged to avoid repeating points already covered by the Group Coordinators.
If a statement is too long to be delivered clearly within the recommended time, it should be summarized orally and the full version submitted in writing to the Assemblies Team via WIPO Meet. In the interest of saving time, delegations may also choose to submit their entire general statement in writing and not take the floor. All statements, including those not delivered orally, will be reproduced in their entirety in the final report.
  • Pre-recorded statements should be sent in a widescreen format (16:9) (not a vertical “selfie portrait”) using MOV or MP4 files with at least 720p, or better 1080p, quality. The speaker should face and address the camera lens when speaking. The audio level should reach at least -6 dB and not go above 0 dB. The recorded files may be submitted via the online form available in WIPO Meet, together with a written copy of the statement in the original UN language by April 17, 2026.
  • Technical questions may be addressed to WIPO Meet Contact Us.

Interpretation

During the plenary meetings, simultaneous interpretation will be available in Arabic, Chinese, English, French, Russian and Spanish, as well as from Portuguese into the other six languages.
In order to ensure the highest quality of interpretation, written texts of oral statements (even in draft form) should be made available ahead of their delivery to assist our interpreters in faithfully transmitting the messages of delegations. Prepared statements should be sent as early as possible to interpretation@wipo.int. This is particularly important for long statements and interventions that are read or made remotely via the WIPO online platform. Any material for interpretation will remain confidential and be checked against delivery.

Documentation

To contribute to an environmentally friendly meeting, Assemblies documents are posted on the WIPO website for downloading. All documents are available in Arabic, Chinese, English, French, Russian and Spanish, and in accessible format for delegates with print disabilities. Documents will not be distributed in meeting rooms. Delegates are encouraged to bring pre-printed copies and/or to use their own portable devices.

List of participants

  • A provisional list of registrants is available on WIPO Meet from the opening of the Assemblies registrations.
  • Registrations submitted after this date will be included in the final list of participants, issued after the Assemblies.
