Empowering communities & economies with IP


WIPO helps member states address specific challenges through targeted and impact-driven projects under the Innovation, Creativity and Development Acceleration Program (ICDAP), which was introduced as part of WIPO’s Program of Work and Budget 2026/27. The targeted and impact-driven program propels the impact of projects that will empower innovators and creators to use intellectual property (IP) as a catalyst for social and economic transformation.

WIPO helps member states to address specific challenges post-pandemic through the launch of new, impact-oriented projects leveraging the effective use of intellectual property (IP). A special focus is dedicated to those typically underserved by the IP system such as women, youth, small and medium-sized enterprises (SMEs), local communities and Indigenous Peoples.
The ICDAP takes IP-driven development to the next level by building on the foundations established in development assistance for IP to deepen impact and ensure long-term sustainability.
By refining project selection and prioritizing measurable outcomes, the ICDAP builds on past achievements, creating sustainable high-impact opportunities to fully integrate IP into development strategies and unlock economic potential.

Following the success of the COVID-19 Response Package, WIPO’s new Build Back Fund has been introduced as part of WIPO’s Program of Work and Budget 2024/25. The Build Back Fund ensures the seamless continuity of projects and activities launched under the COVID-19 Response Package, and will continue to address country-specific needs and priorities during the post-pandemic period.

Submission of project proposals

Member States may submit project proposals until March 31, 2026 through the official channels.

Criteria and submission template for project proposals

In line with the decision of Member States during the Sixty-sixth Series of Meetings of the Assemblies, the Secretariat has developed criteria which ensure that the projects under the ICDAP have clear linkages to WIPO’s expected results, focus on piloting new and innovative ideas, and do not overlap with other ongoing projects and initiatives across the Organization. A suggested submission template for project proposals has also been developed.
