We offer cooperation support both to governments and users of the intellectual property (IP) system. All of our activities in this area are needs-driven and tailor-made. They are financed using both our regular budget, as well as funds-in-trust contributions.

We offer development cooperation support both to governments and users of the intellectual property (IP) system. All of our activities in this area are needs-driven and tailor-made. They are financed using both our regular budget, as well as funds-in-trust contributions.

We coordinate and plan our support to governments and users of the IP system (including universities and SMEs) through our focal points across the Organization.

WIPO’s cooperation support for Member States covers the full spectrum of IP rights such as: patentstrademarksindustrial designsgeographical indications and copyright. Our activities include:

We help countries design, develop and implement national IP and innovation strategies, aligned with their development goals.

WIPO’s Graduation Support package for LDCs

We provide Least-Developed Countries (LDCs) scheduled for graduation from the LDC category with country-specific support to ensure their IP systems are ready for graduation.

Technology and innovation support

Innovators in developing countries often lack the resources or support network they need to use IP. Technology and Innovation Support Centers (TISCs) help remedy this by providing access to local, technology information and related services.

Assistance to inventors

Legal support and advice are sometimes out of reach for developing country inventors. The Inventor Assistance Program (IAP) matches resource-limited inventors/small businesses with patent attorneys providing pro bono assistance. 

Projects for impact

WIPO supports Member States and users of IP through limited-term projects to meet their specific needs. Through projects, WIPO maximizes IP’s role as a catalyst for economic growth. The project approach focuses on impact, reaching new groups of users or enablers of IP, and strong partnerships with Member States. There are three mechanisms for development projects at WIPO:
