I wrote the attached paper on domain name disputes and feel that the only
way they can be resolved is by registering trademark names. Everytime
someone registers a trademark nationally (in the US), they should have
rights to that domain name (i.e. scrabble.com). If they register
internationally, they have the country's domain name: (i.e. scrabble.ca or
scrabble.co.uk). If they do it regionally, then they should be allowed to
register only in the local domain if they do not own the national
trademark- (i.e. scrabble.boston.ma.us).
