WIPO ADR Co-administration Program with IP and Copyright Offices

The WIPO Arbitration and Mediation Center (WIPO AMC) supports Intellectual Property (IP) and Copyright Offices in offering alternative dispute resolution (ADR) services in their countries. The WIPO ADR Co-administration Program provides support by training local mediators and offering technical tools such as e-filing, case tracking, and an online hearing platform, to manage disputes efficiently.

What is the WIPO ADR Co-Administration Program?

The WIPO ADR Co-Administration Program assists IP and Copyright Offices in delivering efficient ADR services.

Capacity Building

Training staff of IP and Copyright Offices to develop or enhance their ADR skills. This includes preparing and training selected staff to act as mediators, thereby enabling Offices to build internal capacity and provide ADR services effectively.

Technical Assistance

Supporting IP and Copyright Offices in drafting their ADR rules and guidelines, as well as in implementing online case management tools. This includes technical solutions for administering disputes and conducting online hearings in an efficient and user-friendly manner.

Awareness Raising

Organizing seminars and workshops for users of IP ADR services, aiming to raise awareness of the benefits of using ADR in resolving IP disputes, highlighting its efficiency, cost-effectiveness, and flexibility.


The WIPO Co-administration Program is supported by the Funds-in-Trust established with the Ministry of Culture, Sports, and Tourism (MCST) of the Republic of Korea, which advocates ADR for copyright disputes.

Belize Belize Intellectual Property Office (BELIPO) The WIPO AMC collaborates with BELIPO in providing ADR services for IP disputes in Belize.
Colombia National Directorate of Copyright (DNDA) The WIPO AMC collaborates with DNDA in providing ADR services for disputes concerning copyright and related rights in Colombia.
Dominican Republic National Copyright Office (ONDA) The WIPO AMC collaborates with ONDA in providing  ADR services for disputes concerning copyright and related rights in Dominican Republic.
Ecuador National Service of Intellectual Rights (SENADI) The WIPO Center collaborates with SENADI in providing ADR services for IP disputes in Ecuador.
El Salvador Salvadoran Institute of Intellectual Property (ISPI) The WIPO AMC collaborates with ISPI in providing ADR services for IP disputes in El Salvador.
Guatemala Registry of Intellectual Property of Guatemala (RPI) The WIPO AMC collaborates with RPI in providing ADR services for IP disputes in Guatemala.
Kenya Kenya Copyright Board (KECOBO) The WIPO AMC collaborates with KECOBO in providing  ADR services for disputes concerning copyright and related rights in Kenya.
Mexico National Institute of Copyright (INDAUTOR) The WIPO AMC collaborates with INDAUTOR in providing ADR services for disputes concerning copyright and related rights in Mexico.
Namibia Business and Intellectual Property Authority (BIPA) The WIPO AMC collaborates with BIPA in providing ADR services for IP disputes in Namibia.
Nigeria Nigerian Copyright Commission (NCC) The WIPO AMC collaborates with NCC in providing ADR services for for disputes concerning copyright and related rights in Nigeria.

    What do disputes related to the international co-production of a film, the development of a mobile application, the rights to the design of a video game scenario, or the payment of royalties for the use of a song, all have in common? They have a negative impact on creators as well as the commercial exploitation of their IP rights. To reduce such impact, parties can refer their copyright and content disputes to mediation and arbitration. The WIPO Arbitration and Mediation Center actively collaborates with the Ministry of Culture, Sports and Tourism of the Republic of Korea (MCST) to raise awareness of and provide dispute resolution services to the creative industries in the Republic of Korea and beyond.
