This submission is made on behalf of the Policy Oversight Commitee. The Committee is the successor to the International Ad Hoc Committee, which was formed in September, 1996 by the Internet Assigned Number Authority (IANA)and the Internet Society (ISOC). Our web site, at http://www.gtld-mou.org/docs/dispute.html, details the work already done by the Committee and WIPO on the question of resolution of domain name-trademark disputes. The web site includes a reference to the [THIRD REVISED DRAFT] SUBSTANTIVE GUIDELINES CONCERNING ADMINISTRATIVE DOMAIN NAME CHALLENGE PANELS, which is available at http://www.gtld-mou.org/docs/tracps.htm. The same web site includes links to the comments filed by a number of interested parties on the Guidelines, and links to the materials previously posted by WIPO.
We urge that all of this material be made available to the Panel of Experts.
