Notes:	- These regulations implement certain provisions of the Plant Varieties (Proprietary Rights) Act of 1980, concerning: (1) the manner of application for rights, licenses, and titles; (2) the fees to be charged for various actions; (3) the publication of matters by the Controller of Plant Breeders’ Rights; (4) the selection of names for plant varieties; and (5) the crop species that qualify for rights. WTO Notification states: "Defines and extends the list of botanical genera or species covered by the Act including, in the case of S.I. No. 23 of 1981, the setting of fees".
