'The law deals with service, appointment, promotion requirements and features of civil servants in addition to their rights and responsibilities while acting as a civil servant.
Civil servants employed in the Ministries (such as Ministry of Health, Agriculture, Cultural Affairs), directly related to intellectual and industrial property, and in the institutes (such as Turkish Patent Institute) are all in the scope of the Law No. 657 on Civil Servants.
Article 31 prohibits to divulge secret business information related to their service.'
