WIPO's Domain Name Database Goes Live

A database containing detailed information on thousands of cases of "cybersquatting" handled by the Arbitration and Mediation Center of the World Intellectual Property Organization (WIPO) became available on-line on July 5, 2002 (https://www.wipo.int/amc/en/domains/search/). The WIPO Center is the leading dispute resolution service provider of the Uniform Domain Name Dispute Resolution Policy (UDRP) - a low-cost and speedy alternative to litigation in the drive to resolve cases of "cybersquatting".
The database is the first to be made available by a UDRP dispute resolution service provider and is launched as part of WIPO's continued efforts to further enhance the quality and transparency of the UDRP process. It is designed to provide quick and easy access to information on domain name cases handled by WIPO and will serve as a useful archive for interested parties. It will assist the parties in preparing their submissions, panelists in rendering their decisions, and it will provide the public with easier access to the vast data relating to the cases and the growing jurisprudence under the UDRP.
The database is equipped with a powerful search engine that enables users to filter and access targeted information on "cybersquatting" cases handled by WIPO. The multilingual search engine - available in English, French and Spanish - provides multiple options for the selection of required information, as follows:
- Users may access a summary of case details (case number, domain name, parties involved, status of case) by selecting "View Case Particulars".
- Users may also select the "Search WIPO Cases by Domain Name" option to obtain information on cases relating to specific domain names.
- A "Full Text Search on WIPO Panel Decisions" option provides a text search of all WIPO UDRP decisions.
- The search engine also provides access to an index of WIPO UDRP Panel Decisions by keywords. The index features two search functions: a "Search by Domain Name Categories" (e.g. entertainment, media, or telecommunications) and a "Legal Index" that allows an extensive search of decisions by substantive and procedural legal issues (e.g. typosquatting, free speech, reverse domain name hijacking). The two search functions may also be combined.
The UDRP is applicable to generic top-level domains (gTLD) adopted by the technical manager of the gTLD space, the Internet Corporation for Assigned Names and Numbers (ICANN), on August 26, 1999. The UDRP establishes a uniform and mandatory administrative dispute-resolution system to address cases of bad faith, abusive registrations. Using this system, panels of one or three experts, appointed by the WIPO Arbitration and Mediation Center, apply streamlined, quick and cost-effective procedures to review claims and eliminate clear abuses of trademark holders' rights. The WIPO Center's Domain Name Dispute Resolution Service has been established specifically to administer domain name disputes and is supported by electronic case filing facilities and a well developed case administration system.
