WIPO Director General Meets President of Romania

The central role of intellectual property as an important tool for promoting development and wealth creation was the focus of talks between the President of Romania, Mr. Ion Iliescu and Director General of the World Intellectual Property Organization (WIPO), Dr. Kamil Idris during a two-day official visit to Bucharest on June 6 and 7, 2001.
President Iliescu underlined the commitment of the Romanian authorities to promoting greater awareness of the value of intellectual property and to strengthening the intellectual property system in his country. The President also expressed strong personal support for intellectual property, which he recognized to be of great importance in securing economic prosperity in Romania.
Dr. Idris underlined the growing significance of knowledge and information as driving forces of economic growth. He emphasized the role of the intellectual property system in converting the enormous creative potential of countries like Romania into concrete economic assets. In this way, he said, the intellectual property system is a key to economic development.
The visit also featured the signing of a Program of Cooperation between Romania and WIPO by Mr. Mihnea Motoc, Secretary of State, Ministry of Foreign Affairs, and Dr. Idris, in the presence of Mr. Gabor Varga, Director General of the State Office for Inventions and Trademarks (OSIM) and Mrs. Rodica Pârvu, Director General of the Romanian Office for Copyright. This program of activities will serve to modernize and further strengthen the intellectual property system in Romania. Activities will include initiatives to upgrade the intellectual property enforcement system in Romania, intensified training in intellectual property, concrete assistance to combat piracy of music, software and audiovisual materials. Schemes to promote innovation, assist small and medium-sized enterprises (SMEs) in effectively using the intellectual property system and the protection of traditional knowledge and folklore also feature in this program of activities.
In talks with a number of ministers and senior government officials, the Director General stressed WIPO's commitment to producing concrete results with a positive and tangible impact on economic development, trade and competition. Dr. Idris met with the Minister for Small and Medium-Sized Enterprises (SMEs), Ms. Silvia Ciornei, the Minister of Culture and Religious Affairs, Mr. Razvan Theodorescu, the Minister in charge of the Research Activity of the Ministry of Education and Research, Mr. Serban C. Valeca, the Deputy Minister for Industry and Resources, Mr. Mihai Berinde, and the Secretary of State, Ministry of Foreign Affairs, Mr. Mihnea Motoc, the Senior Foreign Policy Adviser to the President of Romania, Ms. Simona Miculescu. Dr. Idris also had fruitful discussions with the President of the Constitutional Court and senior members of the Romanian parliament. Ambassador Anda Filip, Permanent Representative to the United Nations and other International Organizations in Geneva accompanied the Director General throughout his visit.
During a Policy Forum organized by the State Office for Inventions and Trademarks (OSIM) on "Protection of Traditional Knowledge and Folklore" the Director General reiterated the importance of intellectual property in promoting wealth creation and pointed to the new issues that featured on the international intellectual property agenda. Dr. Idris referred to the importance of enhancing the capacity of national offices to deal not only with traditional intellectual property operations but also with a range of emerging issues that were typically complex in nature. The Policy Forum was attended by senior government officials, and members of academic and business circles.
During an award ceremony at the University of Bucharest, in the presence of Professor Ioan Mihailescu, Rector of the University, Professor Claudia Moarcas, Deputy Dean of the Faculty of Law, and other senior academics and diplomats, the title of Doctor Honoris Causa was conferred on Dr. Idris.
Romania has been a member of WIPO since 1970 and is party to a total of 15 WIPO-administered treaties in the field of intellectual property.
