WIPO and Kazakhstan Sign Cooperation Agreement

The Director General of the World Intellectual Property Organization (WIPO), Dr. Kamil Idris, and the Minister of Justice of Kazakhstan, Mr. Igor Rogov, signed a cooperation agreement on February 22, 2001, in Almaty. The signing was witnessed by the Prime Minister, Mr. Kasymjumort Tokayev and other senior officials. The agreement outlines a framework for WIPO's future cooperation with Kyrgystan in the field of intellectual property.

Khazak officials affirmed their commitment to promoting intellectual property in their country. To this end, they expressed hope that relations with WIPO would continue to strengthen in the future. Prime Minister Tokayev said the agreement is testimony to this. Speaking on behalf of the Government, the Prime Minister said that Kazakhstan was committed to furthering the cause of intellectual property. He expressed particular interest in WIPO's work relating to small and medium enterprises (SMEs). WIPO recently established a special Division to promote use of the intellectual property system by SMEs. Noting that 1.5 million Kazakhs are involved in over 500,000 SMEs in the country, Prime Minister Tokayev suggested that Kazakhstan could serve as a location for a pilot project relating to SMEs.

The Director General welcomed the Prime Minister's interest in WIPO's new area of activities, including electronic commerce, traditional knowledge, genetic resources and folklore in addition to SMEs. He said WIPO is looking forward to future collaboration with Kazakhstan in what he described as a "new chapter" in intellectual property which builds on the conventional aspects of intellectual property, namely industrial property and copyright.

In a meeting with the Minister of Justice, Dr. Idris was informed about reforms within the government which had a direct bearing on structures dealing with intellectual property. Work relating to both copyright and industrial property are under the authority of the Minister of Justice. Mr. Rogov said Kazakhstan is counting on WIPO's support to further develop its intellectual property structures. The Director General assured the Minister of WIPO's continued support.

The meeting with Mr. Rogov also included the Acting Director of the Patent Agency, Mr. Tolech Kaudyrov and the Acting Director of the Copyright Office, Mr. Sultan Orozalimov.
