WIPO to Outline Deliverables at UN Meet in Brussels

The role of intellectual property as a tool for wealth creation will be the subject of a discussion moderated by the World Intellectual Property Organization (WIPO) on Tuesday, May 15, at an afternoon session of the Third United Nations Conference on Least Developed Countries (LDC-III). WIPO will present a program of action outlining tangible, measurable and achievable outputs designed to enhance the productive capacity of LDCs and their competitiveness in a rapidly evolving global context.
Speakers include the Secretary-General of the Conference, Mr. Rubens Ricupero, the Minister of Information, Culture and Communication of Madagascar, Mr. Betsimifira Fredo, the Minister of Science and Technology of Brazil, Mr. Ronaldo Sardenberg and the Minister of Trade and Industry of Ethiopia, Mr. Ato Kasahun Ayele.
WIPO will assist LDCs by giving more, better focused, quantifiable and realistic development aid in the building and modernization of their intellectual property systems. WIPO's program of action, which identifies concrete assistance for LDCs, was formulated following adoption of the Lisbon Declaration on Intellectual Property by ministers and senior government officials at the High-Level Roundtable on Least Developed Countries (LDCs) on February 1 and 2, 2001. At this meeting, organized by WIPO in cooperation with the National Institute of Industrial Property (INPI) of the Ministry of Economy of the Government of Portugal, delegates stressed that a fresh vision for the new millennium should incorporate a wide range of objectives, including:
- to transfer knowledge to the LDCs to help eradicate poverty in LDCs by the provision and use of data and technology through such projects as the WIPO Global Information Network (WIPONET), and education programs, training and institution-building through the WIPO Worldwide Academy; to participate actively in optimizing the wealth-creation effect of traditional knowledge, folklore and genetic resources;
- to encourage invention and innovative activities in LDCs;
- to promote the establishment of collective management society;
- to assist small and medium-sized enterprises (SMEs).
