The Consultative Group examines and makes recommendations on the adoption of proposals for change (PFCs) in accordance with the change procedure set out in section 2.5 of Annex F. Representatives of any Office, PCT Authority, intergovernmental organization or non-governmental organization that is invited to participate in PCT meetings may at any time join the Consultative Group.
