Experts Meet to Discuss IP Policies for Universities and Research Institutions in Russia

On October 25-26, 2017 as part of the National Project for Educational and Research Institutions, a “Train the Trainers” seminar and a national conference took place in Moscow. Both events were dedicated to the topic of intellectual property (IP) for universities and research institutions.   

The seminar provided training for the members of the National Project’s Expert Group dealing with university/research IP policies. The session was based on WIPO’s updated Intellectual Property Policy Template for Universities and Research Institutions. The template presents best practices related to IP at leading foreign universities.

Roundtable

During the seminar, the members of the Expert Group participated in a roundtable at which they could share their ideas on the IP-related challenges universities and research institutions in Russia. Issues discussed included:

  • IP protection related to inventions
  • Challenges in the commercialization of IP

At the roundtable event, experts were also asked to develop model regulations on which Russian universities/research institutions could base their own policies.

The seminar was organized by WIPO in cooperation with the Russian Federal Service for Intellectual Property (Rospatent) and Bauman Moscow State Technical University in Moscow.

National conference

Following the seminar, a national conference on Models of Intellectual Property Management Systems in Russian Universities and Research Institutions was held on October 27, 2017. More than 100 representatives of major universities in Russia participated. Leading experts in the field of intellectual property came together to identify and to find solutions related to IP challenges. The event also served as an opportunity to analyze the best foreign and national practices related to IP management models and to identify the main priority areas on which universities and government officials should focus their attention when seeking to implement the SDGs and develop the national economy.

The national conference was organized by WIPO, in cooperation with the Skolkovo Foundation and the Ministry of Education and Science of the Russian Federation and with the support of Rospatent as well as the Association of Leading Universities.
