Call for Expressions of Interest (EOI) N° PTD/10/002

1. DESCRIPTION

The World Intellectual Property Organization (WIPO) and the International Labour Organization (ILO), in their capacity as leading Organizations of the Common Procurement Activities Group of the United Nations Office at Geneva and Member Organizations (CPAG) for this project, seek Expressions of Interest (EOI) in relation to the supply of Catering Services to the participating organizations (all having their Headquarters in Geneva - Switzerland) listed below. 

The following organizations, members of CPAG, are participating in this common procurement activity:

International Labour Organization (ILO)

International Telecommunication Union (ITU) (observer)

United Nations High Commissioner- for Refugees (UNHCR)

United Nation's Children's Fund (UNICEF)

World Health Organization (WHO)

World Intellectual Property Organization (WIPO)

Expressions of Interest are invited from qualified Catering Vendors who wish to be considered for the provision of Catering Services via long term agreements (three to five years) to manage the canteens (and in some cases the delegates’ restaurants) of the above-mentioned organizations. In general, the selected catering company will be required to provide onsite preparation of meals (breakfast and lunch) for staff and authorized visitors. Participating organizations will provide detailed terms of reference as a part of the solicitation documents that will be sent to the catering companies identified as eligible suppliers as a result of this EOI. The solicitation will be based on the General Conditions of Contracts of each participating organization.

The table below lists the approximate number of staff members of each of the participating organizations, daily meals requirements and facilities.

2. OBJECTIVES OF THE CALL FOR EXPRESSION OF INTEREST

The purpose of this EOI is :

(a)                 to establish a list of pre-qualified eligible vendors/potential “Catering Vendors” that are interested in proposing long term (three or five years) contractual offers to manage the canteens (and in some cases the delegates’ restaurants) of the above-mentioned organizations;

(b)                 to make available said list of pre-qualified eligible vendors to each participating organization for use on the occasion of their respective (individual or consolidated) tenders; and

(c)                 to encourage expressions of interest, including at international level, in order to stimulate  competition for the supply of catering services to the Geneva based UN organizations listed above.

Each participating organization reserves the right:

(a)                 to tender their respective requirements individually or to consolidate them with other participating organization(s);

(b)                 to disqualify vendors that after having been declared eligible or pre-qualified as a result of this call for Expression of Interest do not submit an offer in reply to a tender issued by one of the participating organizations; and

(c)                 to add any other vendors that they may deem eligible.

 

3. MAIN PRE-QUALIFICATION CRITERIA

Qualified Catering Vendors wishing to be considered for future tender procedures should provide information in their responses which address the following criteria:

Relevant past experience

  • Demonstrated capacity (minimum 5 years in catering business) to service a multi-functional facility.
  • List of current/past customers (minimum 3).

Company structure and organization. Quality Assurance

  • Company profile with organigram.
  • Documented quality assurance practice.

Financial Data and Annual Turnover

  • Last three balance sheets and profits and losses accounts (2006, 2007 2008) with the reports of the auditing body, where appropriate;

  • Annual turnover records for 2006, 2007 and 2008.

Each Vendor response should not exceed 20 pages in length.
 
 

4. PROCEDURE AND DISCLAIMER

Any interested Catering Vendor wishing to participate in the prequalification procedure is invited to download the electronic version of the questionnaire and to return it (duly completed and signed) using WIPO’s e-procurement Web portal at:

https://in-tendhost.co.uk/wipo/.

This EOI is not an invitation for submission of a proposal. The purpose of this call for EOI is to identify appropriate qualified Catering Vendors who can potentially fulfill the requirements, it does not constitute an invitation to tender. Only suppliers deemed qualified by the participating organization will receive their invitation to tender. 

The participating organizations are the sole judge as to the pre-qualification of the Catering Vendors.  The pre-qualification process will take into account the answers to the questionnaire according to the criteria listed above.
