Name: Gil Citro I am very concerned about the proposal to make it easier for ownership of domain names to be challenged. As an ICANN accredited arbitration organization, WIPO has already made if far too easy for ownership of domain names to be challenged by virtually ignoring the bad faith criteria in the ICANN UDRP. The UDRP should be changed so that the defendant, not the plantiff, has the ability to choose the arbitrator. Also, only .com domains should be subject to arbitration. Other top level domains should be allocated on a first come, first served basis.
