Attached please find the text of my presentation to the WIPO Panel of Experts on March 10, 1999, in Washington, DC. I know it may take some time to transcribe the large number of presentations on that day, so I hereby submit the text of my comments for immediate posting in the comments sections. I believe people may want to read and respond to some of the ideas in my presentation as part of their March 19 comments.
This speech submission does not substitute for formal written comments to RFC-3, which the Domain Name Rights Coalition will be submitting later this week.
