Very simply put --- A Domain Name is NOT a trade mark. It is less a
distinquishing factor than even an address. Furthermore, improvement in
search engines, intelligent "bots" and the growing dependence of "portals" renders the domain name less important.
Your proposal as it stands now is weighted in the wrong direction. The right to freedom of expression should be supported not infringed. We should not have a system in place that threatens freedoms especially since as I stated above, the domain name will become less and less important as time goes on!
Regarding arbitration...listen to Philip SBARBARO.
