WIPO Internet Domain Name Process

Reference is made to your letter of 23 December 1998, inviting comments on the Interim Report of the WIPO Internet Domain Name Process, entitled "The Management of Internet Names and Addresses: Intellectual Property Issues".

Enclosed please find a copy of two letters, dated 17 October 1997 and 26 January 1998, respectively, written by the World Health Organization (WHO) to WIPO, regarding the protection of International Nonproprietary Names (INN) against misuse as domain names on the Internet. WHO would be grateful if WIPO could take the content of these letters into account in the Internet Domain Name Process. More specifically, WHO wishes to promote the use of INN exclusively for their intended purpose in the public interest, i.e., for the identification of a specific pharmaceutical substance. Thus, WHO considers it important that the registration of INN as domain names on Internet be either prevented, or open to challenge by interested parties.

Thank you for your attention to this matter. WHO is at your disposal to provide you with further information and clarification, should you so require.
