My first comment, your motives are commendable.

My second comment, This will lead to litigation that only very rich companies will be able to withstand. Many small companies will be forced to give up their name because they fear that a decision against them will create a liability or judgement that could cost them thousands of dollars.

My third comment, there is no question that these rules will expose people to a greater risk of trademark dispute.

My last comment, while your motives are commendable your methods are almost certainly doomed to failure. I believe that these rules will be held in conflict with existing laws. You can and should come up with a simple and effective method of dealing with domain-name speculators. Unfortunately these rules will not do that.
