Law and Legislative Advice Division

The Law and Legislative Advice Division is responsible for servicing the sessions of the WIPO Standing Committee on the Law of Trademarks, Industrial Designs and Geographical Indications (SCT). The Division also administers a number of international treaties and, in particular, the communication procedures under Article 6ter of the Paris Convention (protection of state emblems and names and emblems of international intergovernmental organizations). The Division also provides legislative advice to member states in the area of trademarks, industrial designs and geographical indications and supports other organizational units as well as member states in outreach and capacity building activities on those subjects.

What we are trying to achieve

Our expected results in 2014/15 are:

  • Enhanced cooperation among member states on development of balanced international normative frameworks for IP and agreement on specific topics on which international instruments are agreed.
  • Tailored and balanced IP legislative, regulatory and policy frameworks.
  • Increased protection of state emblems and names and emblems of international intergovernmental organizations.
  • Strengthened cooperation mechanisms and programs tailored to the needs of developing countries and LDCs.

These contribute to WIPO's Strategic Goal(s) I: "balanced evolution of the international normative framework for IP" and III "facilitating the use of IP for development".

What we do

    Our activities include:

  • Preparation and holding of sessions of the SCT (including research and document production).
  • Provision of legislative advice to member states.
  • Biannual electronic publication of Article 6ter communications and all related advice.
  • Organizing international symposia on geographical indications.
  • Advice (in-house and to third parties) on all matters concerning the law on international trademark, industrial design and geographical indications.
