Building Respect for IP Division

The Division for Building Respect for IP aims to support informed and empirically well-founded policy discussions at the international level; to strengthen capacity in member states for the effective enforcement of IP rights, in the interests of social and economic development and consumer protection; and to promote a culture respectful of IP rights through education and awareness raising.

The Division’s activities are guided by Recommendation No. 45 of the WIPO Development Agenda, adopted by Member States in 2007: “to approach of IP enforcement in the context of broader societal interests and especially development-oriented concerns, with a view that ‘the protection and enforcement of IP rights should contribute to the promotion of technological innovation and to the transfer and dissemination of technology, to the mutual advantage of producers and users of technological knowledge and in a manner conducive to social and economic welfare, and to a balance of rights and obligations”.

What we are trying to achieve

Our work aims to contribute to the following WIPO goals and expected results in 2014/15:

  • Strategic Goal I: Balanced evolution of the international normative framework for IP
    • Tailored and balanced IP legislative, regulatory and policy frameworks. (I.2)
  • Strategic Goal IIIFacilitating the use of IP for development
    • Enhanced human resource capacities able to deal with the broad range of requirements for the effective use of IP for development in developing countries, LDCs and countries with economies in transition. (III.2)
  • Strategic Goal VI: International cooperation on building respect for IP.
    • Progress in the international policy dialogue among WIPO Member States on building respect for IP, guided by Recommendation 45 of the WIPO Development Agenda. (VI.1)
    • Systematic, effective and transparent cooperation and coordination between the work of WIPO and other international organizations in the field of building respect for IP. (VI.2)

What we do

    Our activities include:

  • Servicing the sessions of the WIPO Advisory Committee on Enforcement (ACE);
  • Providing legal, strategic and technical assistance to Member States, upon request, on IP enforcement and on IP education and awareness strategies on building respect for IP;
  • Closely liaising with public and private partner organizations to ensure constructive, result-oriented international cooperation in line with WIPO’s strategic approach to building respect for IP;
  • Facilitating the exchange of information relating to IP enforcement; and
  • Promoting respect for IP through targeted activities, including the WIPO Awards Program.
