The notification by Canada to the WTO under Article 63.2 of TRIPS states:
The Defence Production Act 'gives the Minister authority to relieve any person from any claims, actions or proceedings for the payment of royalties for the infringement of any patent, registered industrial design or registered topography in the performance of a defence contract.'
