'According to Article 4(b-9) of the law, all the fines stated in the laws as indicated below entered into force between January 1, 1994 and December 31, 1998, have been raised eight times.
In accordance with this Article, the fines introduced in the current Intellectual and Artistic Works Act in Articles 71-73, 80 and 81 have been raised to eight times the amount between 300 and 600 million Turkish Liras.
Similarly, the fines stated respectively in Articles 73(A), 48(A), 61(a) and 24(A) of the Patents, Designs, Trademarks and Geographical Indications Decrees, have been raised to 8 times the amount between 300 and 600 million Turkish Liras, and 8 times the amount between 600 million and 1 billion Turkish Liras.
Article 5 stipulates a system of raising the fines after the year 1999 by making reference to a re-evaluation ratio calculated yearly in accordance with an average price raise for gross domestic product.'

Dünya Ticaret Orgütü aşağıdakileri bildirdi:
'Madde 4/b-9:1 Ocak 1994 ve 31 Aralık 1998 tarihleri arasında yürürlüğe giren Kanunlarda belirtilen tüm para cezaları sekiz kez yükseltilmiştir.
Bu maddeye uygun olarak mevcut Fikir ve Sanat Eserleri Kanunu Madde 71-73, 80 ve 81 belirtilen para cezaları (3-600) x 8 Türk Lirası olarak yükseltilmiştir.
Benzer şekilde 73/A 48/A 61/a ve 24/A maddelerde söylenen sıraya göre belirtilen Patent Endustriyel tasarim cografi isaret ticari markalara iliskin para cezalar (300-600 milyon ) x 8 Türk Lirası, ve (600 milyon-1 milyar) x 8 T ürk Lira] sına yükseltilmiştir.
Madde 5, 1999 yılından sonra para cezalarının her yıl ortalama gayrisafi yurtiçi hasıla oranında yeniden değerlendirilip artırılarak uygulanıdigi bir sistem öngörmektedir. '
