Embedded Collective Governance and Firm Strategy: The Case of New Zealand's Māori Advisory Committee

Economic Research Working Paper No. 101

Firms increasingly build competitive advantage on cultural resources whose value derives from collective meaning, yet existing institutions either remove those symbols from the market or fail to protect them in time. We study the concept of embedded collective governance (ECG) for the use of traditional cultural expression: a governance form that embeds culturally-informed community review directly within market access institutions. We argue that ECG operates through two channels. Screening regulates entry at the registration gate. Certification rewards cultural alignment at the renewal margin, generating a premium for trademarks that survive culturally informed community review. We test ECG at the trademark level and the portfolio level using New Zealand's 2003 Trademarks Act, which placed a Māori Advisory Committee (MAC) within the trademark system. Results confirm both channels: Māori related trademarks are less likely to be registered and expire in New Zealand relative to abroad. At the trademark level, effects concentrate where commercial incentives are strongest. These results carry a broader policy implication: integrating culturally-informed community review with the state's gatekeeping process can help align firm incentives with community interests without removing cultural resources from the market.

Women, Innovation and Impact

Illustrating the global progress of WIPO's first IP and Gender Action Plan

The “Women, Innovation and Impact” documents three years of implementation of the IP and Gender Action Plan (IPGAP), WIPO's first strategy on IP in support of women and girls. It compiles stories under each of the IPGAP's three interconnected areas: helping governments integrate considerations for women into IP policy, legislation, and institutional practice; building the evidence base that makes the case for progress through data collection and research; and delivering direct support to women entrepreneurs, innovators, and creators through IP strategy, business development, and economic empowerment programs. The stories are a representative selection, chosen to reflect the breadth of achievements across regions, sectors, and areas of work, while underlining the remaining work. Taken together, this resource constitutes a call for more urgent and ambitious action to ensure that women's contributions are represented more fully in the global IP ecosystem.

WIPO IPC-Green Technology Concordance

A Harmonized Classification Methodology

This paper introduces the World Intellectual Property Organization's Green Technology Inventory for Statistical Use (WIPO–GTIS), a new harmonized methodology for classifying green technologies. Developed through a systematic, consensus-based process, it relies solely on an IPC–Green Technology Concordance Table, validated through AI-assisted quality control, and comprises five sectors and 36 technology fields mapped to specific IPC codes. The paper reviews and compares existing classification systems (CNIPA, EPO, JPO, OECD and WIPO's IPC Green Inventory); presents the WIPO–GTIS methodology and taxonomy; demonstrates its application using global patent data to reveal trends in green technology innovation and specialization; and discusses the classification's limitations and opportunities for future refinement.
