Regulation on selection of the best inventions in the Kyrgyz Republic

I. General Regulations

1. This Regulation on the selection of the best inventions in the Kyrgyz Republic (further - Regulation) have been developed in order to implement section 1.1.2. Action Plan to implement the tasks of the National Strategy for development of intellectual property and innovation in the Kyrgyz Republic for
2012-2016, approved by the Government of the Kyrgyz Republic dated September 23, 2011 № 593.
2. This Regulation defines the conditions and procedure for the annual selection of the best domestic inventions implemented by the State Fund of Intellectual Property (further- the State Fund of IP) at State Service of Intellectual Property and Innovation under the Government of the Kyrgyz Republic (further-Kyrgyzpatent).
3. The purpose of selection is to identify domestic developments, stimulate and encourage their development, the creation of a database of the best inventions.

II. Commission for the selection of the best inventions

The commission approved by the order of the Chairman of Kyrgyzpatent of freelance experts and members of the Council of Inventors under Kyrgyzpatent.
The Commission shall upon receipt of the questionnaires, but not less than once every six months. Materials on the agenda of the meeting of the Commission shall be submitted not later than five days before the meeting of the Commission.
Meeting of the Commission shall be valid if attended by more than half of its members. Commission members participate in its meetings without the right replacement.
The Commission's decisions are taken by a simple majority vote of the members of the Commission and reflected in the protocol signed by the chairman and secretary of the meeting. In case of equality of votes of members of the Commission, the presiding officer at the meeting shall be decisive.
Criteria of selection
The invention includes one of the best, must meet the following criteria:
- High technical level of invention;
- Originality of technical decision;
- The relevance of the problem to be solved by the invention;
- Use in manufacture;
- The expected economic effect;
- The complexity of the solved problem;
- Import substitutability and export-oriented products and services;
- The ability to promote the rational use of natural resources and environmental protection;
- The ability to solve social problems.
1. By the invention, having a high technical level, can be referred inventions relating to the priority areas of science and technology relevant to modern trends, as well as the diversified use of the invention.
2. To the original technical solutions can be referred inventions based on new principles to solve this problem.
3. The urgency of the problem to be solved by the invention is measured by its conformity to priority problems of the economy, environment and social policies, such as improving the quality and competitiveness of products, saving material and energy resources, environmental protection, improvement of working conditions, etc.
1. The conclusion that sufficient technical elaboration of the invention and its ready for use in the manufacture can be made by the presence in the application materials drawings of the invention, the test results or the results of experimental approbation.
2. In determining the best inventions of the Kyrgyz Republic on results of year, the Commission takes into account, as one of the evaluation criteria invention analyzes awards received at the exhibitions.

2. Selection of the best inventions made of domestic inventions registered in the State Register of Inventions of the Kyrgyz Republic (hereinafter - the State Register) and the applications for inventions, on which the decision to grant a patent.
1. The list of registered patents is directed the State Register in the State Fund of IP quarterly.
2. State Fund of IP sends patent holders newsletters and questionnaires form according to Annexes 1 and 2 hereto.
3. After receiving approval for participation in the contest holders of patents state fund IP submits to the
Commission compilation.

1. Encouragement patent owners and authors of the best inventions and lighting results of selecting the best inventions.
4. Summing up the work on the annual selection of the best inventions carried out by the Commission in the past month to the National and World Intellectual Property Day. According to the results of
decisions made by patent holders are sent a notification.
5. On the basis of the Commission's proposals, Kyrgyzpatent publishes the appropriate order and in the National and World Intellectual Property Day, conducts awarding diplomas and certificates Kyrgyzpatent authors, owners of patents best inventions.
6. Information about the best inventions are published in the scientific journal "Bulletin of Kyrgyzpatent: intellectual property and innovation" and posted on the official website of Kyrgyzpatent and the State Fund of IP.
