Article 2 of Law No. 4727 of March 5, 1971, on Approval of the Rome Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organizations states that it entered into force on the date of its publication in the Official Gazette (March 13, 1971).
Costa Rica acceded to the Rome Convention on June 9, 1971 that makes the Convention entered into force in the country on September 9, 1971 (https://www.wipo.int/wipolex/en/treaties/parties/remarks/CR/17)
