'The Decree makes amendments to Articles 147, 208 and 211 of the Federal Law on Copyright, as follows:
Article 147.- The publication or translation of literary or artistic works shall be considered in the public interest where they are necessary for the advancement of science and national culture and education. Where it is not possible to obtain the consent of the owner of the corresponding economic rights, the Federal Executive may, through the Ministry of Culture and either ex officio or at the request of a party, license the publication or translation in question against payment of compensatory remuneration. The foregoing shall be without prejudice to any international treaties on copyright and related rights signed and ratified by Mexico.
Article 208.- The Mexican Copyright Institute, a decentralized administrative body under the Ministry of Culture, shall be the administrative authority for copyright and related rights.
Article 211.- The Institute shall be headed by a Director-General appointed and removed by the Minister of Culture, with the powers provided for in this Law, the regulations thereunder and other applicable legal provisions.'
