The Cosmetic Products Enforcement Regulations 2013, issued persuant to section 2(2) and paragraph 1A of Schedule 2 to, the European Communities Act 1972, give effect to the Regulation
(EC) No 1223/2009 of the European Parliament of the Council of 20 November 2009 on cosmetic products.
These Regulations are structured into 3 Parts and 5 Schedules. In particular, regulation 4 sets out the Secretary of State and the enforcement authority as the competent authorities for the purposes of the EU Cosmetics Regulation. Regulation 5 provides additional requirements for labelling goods in accordance with the requirements of the EU Cosmethics Regulation. Schedule 1 provides for the revoked regulations.
