The notification by South Africa to the WTO under article 63.2 of TRIPS states:
'This Act provides for a system whereunder rights relating to new varieties of certain kinds of plants may be granted and registered. It further provides for the protection of such rights and the grant of licences in respect of the exercise thereof.'
