The notification by Japan to the WTO under article 63.2 of TRIPS states:
'- The amendment to Article 19 and the addition of Article 50-6-2 of the Ordinance for Enforcement of the Patent Act established the provisions for introducing a system of “notice of trial decision” under invalidation trial procedures.
- The deletion of provisions of Article 19 to Article 22-4 of the Ordinance for Enforcement of the Patent Act was due to the abolition of designation system for academic groups and exhibitions by the Commissioner of the JPO, which was required to make a declaration so as to obtain the benefits of grace periods.
- The addition of Article 40-2 and the amendment to Article 66 of the Ordinance for Enforcement of the Patent Act established the provisions for creating the right to claim transfer of patent rights.'
