WIPO China: DDG Wang Binying at 2026 ZGC Forum

The 2026 ZGC Forum Annual Conference officially commenced in Beijing on March 25. Ding Xuexiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, Yin Li, Secretary of the CPC Beijing Municipal Committee, and Wang Binying, Deputy Director General of the World Intellectual Property Organization (WIPO), attended and addressed the Opening Ceremony.

Wang Binying stated that new technologies such as artificial intelligence (AI) are spreading across borders at unprecedented speed, reshaping global innovation dynamics and transforming economic opportunity. WIPO leverages IP as the essential institutional foundation for this transformation. Through the WIPO Conversations on IP and Frontier Technologies, and the newly-launched initiative Artificial Intelligence Infrastructure Interchange (AIII), WIPO continues to promote global policy exploration and experience sharing. WIPO is committed to deepening the partnership with China, leveraging IP to bridge technology and industry, empower sustainable development, and create a shared future through innovation.

Ding Xuexiang noted that China will focus on building three international science and technology innovation centers in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area. China is willing to work with all parties to jointly build a "global technology community" through the more open and inclusive innovation network, the more extensive and diverse technological cooperation, and the more equitable and responsible governance of technology.

Yin Li said that Beijing will accelerate the development of the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center into a world-class source of scientific and technological innovation. Beijing will advance the deep integration of technological and industrial innovation, foster and expand new quality productive forces, create an open, cooperative and innovative ecosystem, so that the science and technology innovation may better drive prosperity and development.

The Global Intellectual Property Protection and Innovation Forum

On March 25, 2026, Wang Binying, Deputy Director General of WIPO, Hu Wenhui, Deputy Commissioner of China National Intellectual Property Administration (CNIPA), and Tang Wenhong, Vice Mayor of Beijing, attended and addressed the 2026 ZGC Forum Global Intellectual Property Protection and Innovation Forum.

Wang Binying expressed that WIPO will continue to support the ZFC Forum, expand the WIPO GREEN partner network, and leverage the Technology and Innovation Support Centers, the WIPO Arbitration and Mediation Shanghai Center, and the joint IP programs with Chinese universities to build a balanced and inclusive global IP ecosystem.

Bai Guangqing, Senior Counsellor of WIPO Office in China, delivered a keynote speech entitled "Value Realization of Intellectual Property in the Innovation Ecosystem".

Themed “Integrate Technological and Industrial Innovation”, the 2026 ZGC Forum Annual Conference is jointly organized by the Ministry of Science and Technology, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission of the State Council, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the China Association for Science and Technology, and the Beijing Municipal Government. Approximately 1,000 people from home and abroad including scientific and technological personnel, entrepreneurs, government officials and international organization leaders attended the Annual Conference.
