PCT出願人や代理人の方々から、WIPO国際事務局以外の者からPCT国際出願の事務手続とは関係のない手数料の支払いを求める通知を受領した旨の通報が寄せられています。当該通知において提供されている登録サービスは、WIPO又はWIPOによる公式出版物とは全く無関係のものです。
当該通知では、国際公開番号（例：WO 02 ######）、公開日、発明の名称、国際出願番号、優先権情報及びIPCによってPCT出願を特定していることが多くなっています。

このような悪徳慣行の抑制
- WIPOはこのような手数料請求書について出願人及び発明者に通知するためにこの標準テキストの利用及び適用を推奨しています。

苦情申立ての方法は？
WIPOはこの行為に歯止めをかけるため締約国と連携を密にしており、このような請求書の送付者に対し現地法を執行するために出願人を支援する政府機関や消費者保護協会を一覧にまとめました。苦情申立ては一覧にある様々な国のウェブサイトを通して提出できます。
苦情を申し立てることで調査が開始され、これらの実在者に対する法的措置を取る結果につながることがあります。以下の文章を利用することで、苦情申立てが容易になります。
“I request that these unsolicited invoices be investigated and any corrective legal action, including civil or criminal proceedings, be taken based on a contravention of the applicable laws on unfair business practice, unfair competition and general criminal law.” （これらの一方的な請求書に対する調査と、不当な商行為、不当な競争に関する適用法令及び一般刑法の法律違反に基づいた、民事又は刑事上の訴訟手続きを含むあらゆる是正、法的措置を求めます）。
受け取った請求書の写しとあらゆる証拠を添付する必要があります。WIPO は過去に法廷での証言に専門家を送り、 不正行為による損害及び提供されたサービス価値の欠如を証言しており、今後も 出願人を 支援し続ける意向です。
法的措置の成功例
WIPOは、この行為に歯止めをかけるために締約国と連携を密にしており、次の特定の者に対する判決の一覧を作成しました。
封筒
PCT出願人や代理人からの国際事務局への通報によると、いくつかの料金の支払いを求めるケースではWIPO/OMPIの正式なロゴと当該機関の住所が印刷されている封筒で送付されていました。そのような請求に十分注意してください。これらの通知のなかで提供されているサービスはWIPOによりもたらされるものではありません。

当該通知では、ユーロ又は米ドルで、下記の国の住所に小切手及び／又は送金で支払いを求めるケースが典型的です:
