As part of efforts to modernize higher education and foster the knowledge economy, the Ministry of Higher Education and Scientific Research organized, between April and May 2026, a series of national seminars on raising awareness in Algerian universities of the new national intellectual property (IP) policy model for Algerian universities and other academic institutions.
The seminars were held in Oran, Setif and Medea in conjunction with the World Intellectual Property Organization (WIPO), marking an important step in the implementation of the national strategy aimed at leveraging scientific research, innovation and technology transfer in academic institutions.
The initiative comes a few months after the adoption, in February 2026, of the national IP policy model for Algerian universities and other academic institutions. This framework serves as a strategic tool to support higher education institutions in managing, protecting and leveraging the results of scientific research and innovations emerging from university laboratories.
National awareness-raising campaign
The seminars brought together vice-rectors, directors of research centers, faculty researchers, heads of technology and innovation support centers, and national and international experts in IP.
The main objective of the meetings was to present the fundamental principles of the new national model and to assist institutions in adopting it. Discussions focused in particular on:
- institutional governance of IP;
- mechanisms for protecting inventions and innovations;
- patent and copyright management;
- the commercialization of research results;
- technology transfer and partnerships with the socio-economic sector; and
- the role of universities in driving national innovation.
WIPO experts also shared international experiences and best practices regarding the management of IP in universities, highlighting the importance of having clear institutional policies tailored to the challenges of the knowledge economy.
IP: a strategic lever for innovation
Today, IP is an essential driver of economic, scientific and technological development. Patents, trademarks, industrial designs, copyright and other protection mechanisms enable researchers, inventors and institutions to secure their innovations and transform research results into economic and societal value.
According to data published by WIPO in the World Intellectual Property Indicators 2025, global IP activity continues to reach record levels. In 2024, the number of patent applications worldwide exceeded 3.7 million.
International statistics also show that countries investing heavily in research, innovation and IP protection now hold a dominant position in strategic technology sectors such as artificial intelligence (AI), semiconductors, biotechnology and digital technologies.
In this global context marked by growing competition over knowledge and innovation, universities play a central role. They are no longer merely spaces for education and scientific output but are also becoming major players in the economic commercialization of knowledge.
WIPO: a global partner for innovation
WIPO’s participation gives this initiative a significant international dimension. WIPO provides universities with training programs, statistical tools and international cooperation platforms designed to facilitate the management and commercialization of intangible assets. It also offers access to global IP information. On its website, users can search millions of patents, trademarks and industrial designs, and find information on current IP laws in countries around the world.
In its databases, PATENTSCOPE contains over 130 million categorized technology documents.
Today, the world’s top-performing universities all have specialized units to manage IP, file patents and turn scientific discoveries into marketable products. They therefore stand to benefit from this wealth of scientific information.
A strategic tool for Algerian universities
The national model adopted last February is a major step forward for the Algerian university system. It provides institutions with a harmonized framework within which to define their own IP policies, taking into account their specific scientific and organizational characteristics.
This approach has several strategic objectives:
- encouraging innovation and creativity in universities
- protecting the results of scientific research
- taking innovations to market
- strengthening ties between universities and industry
- promoting the creation of university startups and spin-offs
- improving the positioning of Algerian universities in international innovation ecosystems
Through its initiative, the Ministry is acting on its commitment to making IP a key driver of scientific, technological and economic development.
A new culture of innovation
Algerian universities are embarking on a major shift in their approach to innovation and the commercialization of scientific research with the adoption of this national IP policy framework. IP is no longer viewed solely as a legal framework, but as a strategic tool for leveraging knowledge and national competitiveness.
WIPO’s involvement in this initiative also underscores the importance placed on aligning Algerian practices with international standards in innovation and technology transfer.
By expanding awareness-raising and support initiatives, the authorities aim to create a university environment more conducive to the emergence of innovative projects capable of contributing to the diversification of the national economy and the transformation of research results into economic and societal value.
For in today’s global economy, ideas, inventions and knowledge are strategic resources that bare just as important as material resources.
