The provisions under the Law regulate Article 27 Section XX of the Mexican Constitution.
The objectives of the Law are set forth under Article 2, "[t]he enforcement and application of this Law shall be carried out by the Federal Executive through the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, and seeks to regulate:
I. Certified seed production;
II. Evaluation of seeds; and
III. The marketing and distribution of seeds.
The subjects of this Law are: seed producers and traders, breeders, plant breeders and keepers, the Regional and State Advisory Committees for Seeds, consumer farmer associations of seeds, higher education institutions, research institutions and certification bodies engaged in activities relating to matters regulated by this Law.”
In accordance with the provisions of Article 42, all actions taken by the Secretariat in the implementation of this law may be subject of administrative appeal under the terms of the Federal Administrative Procedure Law.
