Notes:	This Regulation makes explicit provision to empower the European Commission to apply Articles 81 and 82 of the EU Treaty; it creates a system of parallel competences in which the Commission and the Member States' competition authorities can apply these articles. - This Regulation Law is binding and directly applicable in all Member States from 1 May 2004.
