This Constitution was approved on August 19, 1992 by national referendum and establishes a separation of powers among executive, legislative, and judicial branches; a multiparty political system; and the protection of human rights and freedom of speech.
Article 26 of the Malagasy Constitution states the following:
(1) Everyone shall have the right to participate in the cultural life of the community, in scientific progress, and the resulting benefits.
(2) The State shall assure the promotion and protection of the natural cultural heritage, as well as artistic and literary production.
