Prior to the passing of the Civil and Criminal Procedure Code of Bhutan, the Thrimzhung Chenmo (or Supreme Law in 1953, which contains almost all modern categories of criminal offenses and their penalties), Kadyon, the Police Act of 1980, the National Security Act of 1992 and Loan Act contained rules and regulations dealing with court procedure. The enactment of the Civil and Criminal Procedure Code was the most crucial and significant reform the judiciary had initiated.
