It was published in the Cartagena Agreement Official Gazette No. 142 in Lima, Peru, on October 29, 1993.

The Decision is divided in 8 chapters and the Transitional Provisions: Chapter I (Articles 1-2) on Subject Matter and Scope, Chapter II (Article 3) on Definitions ,Chapter III (Articles 4 - 15) on Recognition of Breeders’ Rights, Chapter IV (Articles 16-21) on Registration, Chapter V (Articles 22-28) on Obligations and Rights of the Breeder, Chapter VI (Articles 29-32) on Licensing, Chapter VII (Articles 33-36) on Nullity and Cancellation, Chapter VIII (Articles 37-39) on Complementary Provisions.
