The Shura Council Law provides that the Shura council consists of one hundered and fifty members chosen by the king among religious scholars. Its resolutions shall be submitted to the king who decides what resolutions should be referred to the Cabinet. If the Shura Council and Cabinet agree, the resolutions are issued after the approval of the king. Otherwise, the resolution is returned back to the Shura Council (Article 3 & 17).
The Law provides that treaties and agreements and concessions shall be issued and amended by royal decree after their review by the Shura Council (Article 18).
