Year of Version 1990 Dates Adopted: June 1, 1888 Type of Text IP-related Laws Subject Matter Patents (Inventions), Transfer of Technology Notes The Scientific Research Council Act has been amended by Act No. 71 of 1990, the General Law Amendment Act 1996 (Act No. 49 of 1996) and, most recently, by the Science and Technology Laws Amendment Act (Act No. 16 of 2011).
Among the amendments made by the Science and Technology Laws Amendment Act to this law are: redefinition of the scope of the term 'research' in Section 1; extending cooperation to the universities of technology in the field of research in Section 4(4); deletion of the word 'State' in Section 24.

This consolidated version of the Scientific Research Council Act contains only the amendments made by Act No. 71 of 1990 (see Sections 1, 3, 4(1)(c, f), 4(4), 7(1)(c) and 16).
The Council for Scientific and Industrial Research (CSIR) is the leading scientific and technology research organization of South Africa. Article 3 of the present Act specifies that the CSIR undertakes direct and particularly multidisciplinary research and technological innovation as well as scientific development to improve the quality of life of the country's people.
Article 13 refers to discoveries, inventions and improvements by employees of CSIR. In particular, Article 13(3) provides that the CSIR may apply for a patent relating to any discovery, invention or improvement made by employees, and shall for the purposes of the Patents Act, 1978 (Act No. 57 of 1978), be regarded as the assignee of the discoverer or inventor in question.

Section 24 of this law states that it shall come into operation on a date to be fixed by the [State] President by proclamation in the Gazette.
