Year of Version 2011 Dates Entry into force: January 1, 1997 Adopted: December 31, 1996 Type of Text IP-related Laws Subject Matter Enforcement of IP and Related Laws, Other Notes Federal Constitutional Law No. 1-FKZ of December 31, 1996, on the Judicial System of the Russian Federation entered into force on January 1, 1997, except for paragraph 2 of Article 33 which entered into force on February 18, 1999, on the day Federal Law No. 30-FZ of February 10, 1999, on the Financing of Courts entered into force.

This consolidated version of Federal Constitutional Law No. 1-FKZ incorporates all the amendments up to “Federal Constitutional Law No. 4-FKZ of December 6, 2011, on Amendments to Federal Constitutional Law on the Judicial System and Federal Constitutional Law on Commercial (“Arbitrazh”) Courts of the Russian Federation in respect of the Establishment of the IP Court in the System Commercial (“Arbitrazh”) Court”, which entered into force on December 7, 2011, on the day of its official publication on the website of Official Internet-Portal of Legal Information (http://www.pravo.gov.ru), in accordance with Article 6.

The said Federal Constitutional Law No. 4-FKZ introduces the following amendments to this consolidated version:
(1) The words 'and specialized arbitrazh courts' are added after the words “arbitrazh” courts of the constituent members of the Russian Federation” in the fourth sentence of paragraph 3 of Article 4 under Chapter 1 entitled “General Provisions”;
(2) The words “and specialized arbitrazh courts' are added after the words “arbitrazh courts of the subjects of the Russian Federation” in paragraph 2 of Article 13 of Chapter 2 entitled “Fundamentals of the Status of Judges”;
(3) Chapter 3 entitled “Courts' is amended as follows:
(i) the words “…shall hear cases within the limits of its competence” are replaced by the words “…in accordance with the federal law, consider cases in the capacity of the court of the first instance” in paragraph 1 of Article 24;
(ii) the words “unless otherwise established by the federal law” are added at the end of paragraph 2 of Article 4;
(iii) the words “under the jurisdiction of the courts of general jurisdiction” are added after the words “administrative cases” in paragraph 1 of Article 26; and
(iv) Article 26.1 is added, relating to the establishment of Intellectual Property Court.
