The Law regulates the entry into national territory and the exit of goods and the means of transportation, customs clearance and facts or events arising from this or from the entry or exit of goods.

One of the provisions relevant to IP is contained in Article 144 Section XXVIII, which authorizes the Secretariat of Finance to suspend free circulation of goods of foreign origin prior to the resolution issued by the competent judicial authority in the field of IP.
