Office of the Legal Counsel

The Office of the Legal Counsel is responsible for providing legal advice and assistance to the Director General, to the bodies of WIPO member states and to the secretariat on constitutional, administrative, contractual, and general legal matters and in respect of the depositary functions of the WIPO-administered treaties. It is also responsible for ensuring that WIPO fully complies with its internal rules and applicable laws.

What we are trying to achieve

Our work aims to contribute to the following expected results in 2014/15 :

  • Enhanced access to, and use of, IP information by IP institutions and the public to promote innovation and creativity.
  • Effective engagement with member states.
  • Effective interaction and partnerships with UN and other IGO processes and negotiations.
  • A smooth functioning secretariat with a well managed and appropriately skilled workforce which is effectively delivering results.

These in turn contribute to WIPO Strategic Goals V: "world reference source for IP information and analysis" and IX: "efficient administrative and financial support."

What we do

    Our activities include:

  • Advise and defend WIPO in the different bodies administering justice, including the ILOAT.
  • Depositary functions of the WIPO-administered treaties, including the preparation of treaty-action notifications, such as notifications addressed to member states of adherences to or denunciations of the treaties.
  • Drafting and review of contracts entered into by WIPO.
  • Maintenance of  WIPO Lex - WIPO's on-line database of intellectual property legislation and treaties, as a free and universal source of IP legal information.
