Turning IP Value into Finance: Southeast Asia Builds Regional Momentum

How can businesses turn intellectual property and other intangible assets into real financing opportunities? From August 24 to 26, 2026, the World Intellectual Property Organization (WIPO) and the Intellectual Property Office of Singapore (IPOS) convened government officials and experts from the valuation, finance and investment communities in Singapore to address this question at Unlocking IP Value: A Regional Dialogue on IP Valuation and Financing Across Southeast Asia.

The event was organized in cooperation with the Singapore Cooperation Programme (SCP), with support from the Japan Patent Office (JPO) and the Funds-In-Trust Japan Industrial Property Global (FIT/Japan IP Global).

Moving beyond high-level discussion, the dialogue took an end-to-end look at what it takes to build effective IP valuation and financing ecosystems. Participants connected valuation frameworks and enabling infrastructure with market practice, financing models and concrete pathways for regional implementation, all with a shared goal: helping businesses unlock greater value from their IP and other intangible assets.

From Valuation to Financing

The program combined international perspectives with practical experience from across the region. Participants examined valuation standards and methodologies, Singapore’s Intangible Asset Valuation Guidelines, data and regulatory enablers, regional financing initiatives and market-led approaches. Discussions focused on a critical challenge: how financial institutions, investors and other market participants can translate credible valuation into financing activity. WIPO shared global perspectives on IP-backed financing, while experiences from Southeast Asia and the Republic of Korea showcased approaches ranging from microfinancing and valuer capacity building to AI-assisted valuation and intermediary networks.

From Dialogue to Regional Action

The final sessions turned ideas into forward-looking priorities for the next phase of the ASEAN IP Valuation Project.  Participants explored how regional cooperation could be advanced through effective sequencing, governance and partnerships, alongside stronger engagement with valuation organizations, financial institutions, development finance partners and the private sector.

The dialogue underscored a clear opportunity: stronger valuation practices, trusted market infrastructure and sustained regional cooperation can help more innovative businesses use intangible assets to support growth and access to finance. WIPO will continue to bring together public and private sector expertise, share international experience and support the development of stronger IP finance ecosystems across the region.
