WIPO China: Global Solidarity in the AI Era

On July 26, the 2025 World Artificial Intelligence Conference (WAIC) and the High-Level Meeting on Global AI Governance officially opened in Shanghai. Chinese Premier Li Qiang attended the Opening Ceremony and delivered welcoming remarks.

In addressing how to harness AI as a global public good and promote its development and governance, Premier Li proposed three suggestions to ensure that AI ultimately serves the wellbeing of humanity: greater focus on universal access and inclusive benefits; enhanced innovation cooperation; stronger collaborative governance. Premier Li reaffirmed China’s strong commitment to global AI governance, highlighting its active role in advancing multilateral and bilateral cooperation and its readiness to contribute more Chinese solutions and wisdom. Premier Li announced the Chinese Government’s proposal to establish a global AI cooperation organization

Ms. Wang Binying, Deputy Director General of the World Intellectual Property Organization (WIPO), was invited to attend the Opening Ceremony and delivered remarks at the High-Level Meeting on Global AI Governance. Ms. Wang stated that WIPO has been committed to supporting Member States by fostering global policy dialogue, offering reliable information and reference materials, and implementing capacity-building projects to help leverage AI as a powerful tool for innovation and sustainable development.

Ms. Wang noted that, according to WIPO data, from 2014 to 2023, China filed over 38,000 patent applications related to generative AI, ranking first in the world, demonstrating China’s strong innovation capacity in this field. She also highlighted China’s active participation in the WIPO Conversation on IP and Frontier Technologies, where it has played an important role in discussions on the opportunities and challenges that AI and other frontier technologies pose to the current IP system. The Global AI Governance Initiative put forward by Chinese President Xi Jinping provides Chinese perspectives and wisdom for advancing global AI governance. Ms. Wang reaffirmed WIPO’s commitment to strengthening cooperation with all Member States and stakeholders, including China, to jointly promote people-centered innovation and development through AI and other frontier technologies, and to build an inclusive, balanced and forward-looking global IP ecosystem.

About the 2025 World Artificial Intelligence Conference and High-Level Meeting on Global AI Governance

The 2025 WAIC was held under the theme “Global Solidarity in the AI Era”, gathering more than 1,200 participants from over 40 countries and regions, including 12 laureates of the Turing Award, Nobel Prize, and other top scientific honors, over 80 academicians from China and abroad, and representatives of leading international research institutions.  Key outcomes included the release of the AI Global Governance Action Plan, the launch of the Global AI Innovation Governance Center, the publication of the “AI From China Benefits the World (2025)” case collection, the International Open Source AI Cooperation Initiative, and the “Mazu” Early Warning Initiative.

The High-Level Meeting on Global AI Governance was chaired by Mr. Yin Hejun, Minister of the Ministry of Science and Technology of China. Mr. Ma Zhaoxu, Executive Vice Minister of the Ministry of Foreign Affairs, and Mr. Gong Zheng, Mayor of Shanghai delivered opening remarks. High-level representatives from more than 40 countries and international organizations participated in in-depth discussions on three priority areas: deepening innovation cooperation to unleash the benefits of intelligence; promoting inclusive development to help close the global AI divide; and strengthening collaborative governance to ensure AI is harnessed for the common good.
