WIPO Director General Daren Tang visited Mexico from May 21-22, 2026, meeting with Secretary of Economy Marcelo Ebrard, senior government officials and IP stakeholders. Discussions focused on positioning IP as a horizontal catalyst to support Mexico’s creative economy and its growing innovation sector, as well as ensuring that IP supports Mexican heritage and its vision of inclusive growth and shared prosperity.
In discussions with Mr. Ebrard, agreement was reached to develop a national IP strategy to connect research with markets, support the creative economy and help grow Mexico's innovation ecosystem.
The Director General also witnessed the launch of a Presidential Decree centered on IP enforcement that seeks to enhance coordination of several enforcement authorities at different levels across the country and to reinforce action and remedies against counterfeiting and piracy. He also signed an MOU to establish an IP Training Institute in Mexico to meet the strong demand for IP skills and knowledge in the country.
Throughout the visit, the Director General emphasized WIPO’s vision to make IP work for Mexico's innovators, creators and artisans, creating value for local products and services while attracting investment and enhancing exports.
Mexico City key engagements:
- Met with Director General of the Mexican Institute of Industrial Property (IMPI) Santiago Nieto to discuss WIPO’s support for preparing an IP strategy which would support the national policy “Plan Mexico.”
- Met with Under-Secretary of Multilateral Affairs and Human Rights Enrique Ochoa and agreed to launch a project for migrant entrepreneurs in Mexico.
- Met with Under Secretary of Cultural Development, Marina Nuñez
- and the Director General of the National Copyright Institute (INDAUTOR) Karin Lujan to discuss Mexico’s “Original” landmark initiative aimed at supporting the commercialization of handicrafts.
- Met with representatives of Mexico cultural sector, including collective management organizations and creative industry representatives.
- Met with startups, entrepreneurs, academics and legal practitioners.
- Met with beneficiaries of the pilot project on IP for entrepreneurs with intellectual disabilities.
- Met with child inventors and creators in the context of the first national competition on IP for children organized by IMPI in partnership with WIPO and other organizations.
