Development Agenda Projects: Step by Step

Dear Member States, in this video I will explain what a WIPO Development Agenda project is, and how to get it approved by the Committee on Development and Intellectual Property. To begin, let's try and answer the first and most important question: how is a Development Agenda project different from any other WIPO project?

Development Agenda or DA projects are usually inspired by one or more DA recommendations which can be found in this booklet. DA projects should be development oriented, which means that they deliver sustainable results and have an impact in different areas of IP. DA projects help communities understand how to use IP to bring socioeconomic value to local businesses. And finally, DA projects are designed in a way, that they can be implemented in different parts of the world.

It is important to know, that within WIPO, the Development Agenda Coordination Division, also known as the DACD, will guide you through the process of the project development. Now let's get you through all the steps you need to follow in order to get your proposals approved.

1. Developing the concept for a DA project

The Member States develop a concept for a project and then they send it to the DACD by email.

2. DACD reviews the project concept

The DACD reviews the concept to assess its feasibility, and then discusses it with the proponent Member States.

3. Developing the draft proposal further

The DACD consults with other areas of WIPO and then helps Member States to develop the draft proposal further.

4. Considering the proposed DA project at the CDIP

This is the plenary room. This is where it all happens. Once the project proposal is ready, the Committee on Development and Intellectual Property, also called the CDIP, considers the project proposal and provides its comments and inputs.

5. Member States address the comments by the CDIP

The DACD helps the proponent Member States to address and, if needed, reflect the comments of the CDIP.

6. Commencing implementation of the DA project

Then the Committee takes a decision on the project proposal and if the proposal is approved, WIPO appoints a project manager and starts implementing it.
