The Interim President has the authority to issue legislative decrees, under which Decree Law No.14/2011 was issued on March 23, 2011, providing for the provisional organization of the public authorities. The Decree regulates the functions of the legislative, executive and, judiciary powers until a national constituent assembly is elected. The main task of the elected assembly is to draft a new constitution to replace the Tunisian Constitution of 1959. Under Article 18 of Decree Law No.14/2011, it will cease “to be applicable as soon as the national constituent assembly takes its functions and fixes another organization of the public authorities.”
